CORDAGE ALLOTMENT FOR 1936-1937
WHEREAS, in Executive Order Numbered Eight hundred ninety-eight, dated October twenty eighth, nineteen hundred and thirty-five, the cordage quota of six million pounds which may enter the United States from the Philippines during any twelve-month period beginning May first, except the twelve-month period beginning May first, nineteen hundred and thirty-five, was allocated among the producers or manufacturers thereof in the following manner:
(a) To Johnson-Pickett Rope Co., thirty-four and six hundred seventy-four thousand eight hundred forty-seven millionths per centum of six million pounds, or two million eighty thousand four hundred ninety-one pounds;
(b) To Elizalde Rope Factory, Inc., sixty-three and four hundred twenty thousand nine hundred twenty-three millionths per centum of six million pounds, or three million eight hundred five thousand two hundred fifty-five pounds;
(c) To Manila Cordage Company, one and four hundred thirty-five thousand six hundred twenty-one millionths per centum of six millionths per centum of six million pounds, or eighty-six thousand one hundred thirty-seven pounds; and
(d) To General Manufacturing Co., Inc., four hundred sixty-eight thousand six hundred eight millionths per centum of six million pounds, or twenty-eight thousand one hundred seventeen pounds;
WHEREAS, after a study of the present conditions of the cordage manufacture in the Philippines, the undersigned sees no valid reason for changing the basis of the allocation made in the aforesaid Executive Order Numbered Eight hundred ninety-eight;
WHEREAS, the Insular Collector of Customs, however, in his report submitted May twenty-fifth, nineteen hundred and thirty-six, has certified to the President that for the period from May first, nineteen hundred thirty-five to April thirtieth, nineteen hundred thirty-six, the amount of cordage shipped from the Philippines and arriving in the United States during the aforementioned period totaled seven million five hundred thirty-eight thousand six hundred pounds as follows:

Thus exceeding the Philippines quota of six million pounds by one million five hundred thirty-eight thousand six hundred pounds;
WHEREAS,the amount of one million five hundred thirty-eight thousand six hundred pounds must be deducted from the Philippine nineteen hundred thirty-six-nineteen hundred thirty-seven quota of six million pounds so that the effective quota for the period from May first, nineteen hundred and thirty-six to April thirtieth, nineteen hundred and thirty-seven, shall be four million four hundred sixty-one thousand four hundred pounds;
THEREFORE, pursuant to the authority vested in me by Public Act Numbered One hundred thirty-seven of the seventy-fourth Congress, approved June fourteenth, nineteen hundred and thirty-five, entitled “An Act to protect American and Philippine Labor and to preserve an essential industry, and for other purposes,” it is hereby ordered that:
1. The effective quota of four million four hundred sixty-one thousand four hundred pounds of Philippine cordage which may enter the United States during the twelve-month period beginning May first, nineteen hundred thirty-six, shall be allocated among the producers or manufacturers thereof in the following manner:
(a) To Johnson Pickett Rope Co., thirty-four and six hundred seventy-four thousand eight hundred forty-seven millionths per centum of four million four hundred sixty-one thousand four hundred pounds or one million five hundred forty-six thousand nine hundred eighty-four pounds;
(b) To Elizalde Rope Factory, Inc., sixty-three and four hundred twenty thousand nine hundred twenty-three millionths per centum of four million four hundred sixty-one thousand, four hundred pounds or two million eight hundred twenty-nine thousand four hundred sixty-one pounds;
(c) To Manila Cordage Co., one and four hundred thirty-five six hundred twenty-one millionths per centum of four million four hundred sixty-one four hundred pounds or sixty-four thousand forty-nine pounds; and
(d) To General Manufacturing Co. Inc., four hundred sixty-eight thousand six hundred eight millionths per centum of four million four hundred sixty-one thousand four hundred or twenty thousand nine hundred sixty pounds.
2. The Collector of Customs shall, as heretofore, issue permit for every shipment made by each manufacturer in accordance with the provisions of Executive Order Numbered Eight hundred ninety-eight, but within the limit assigned to each such manufacturer in accordance with this Executive Order.
3. Sections two, three, four, five, and six of Executive Order Numbered Eight hundred and ninety-eight, dated October twenty-eighth nineteen hundred and thirty-five, are hereby revoked.
