MELBOURNE, VICTORIA, AUSTRALIA. BY THE PRESIDENT OF THE PHILIPPINES
Pursuant to authority granted me by Commonwealth Act No. 1, and especially by the Emergency Powers Law, there is hereby established a Philippine Army Emergency Fund in the sum of one hundred thousand pesos. This fund is established to finance contingencies incident to the prosecution of the war and will be disbursed by an officer of the Philippine Army to be designated from time to time, and in accordance with directions issued by the Commander-in-Chief, Southwest Pacific Area, and his successors in command of the Philippine Army. The initial assignment of a Disbursing Officer hereunder will be Major Joseph McMicking, Air Corps Philippine Army.
